We operate the website https://getcivicsignal.org (the "Site"), as well as any other related products and services that refer or link to these legal terms (the "Legal Terms") (collectively, the "Services").

We will provide you with prior notice of any scheduled changes to the Services you are using. The modified Legal Terms will become effective upon posting or notifying you by [email protected]. By continuing to use the Services after the effective date of any changes, you agree to be bound by the modified terms.
The Services are intended for users who are at least 18 years old. Persons under the age of 18 are not permitted to use or register for the Services.
Our services
The information provided when using the Services is not intended for distribution to or use by any person or entity in any jurisdiction or country where such distribution or use would be contrary to law or regulation or which would subject us to any registration requirement within such jurisdiction or country. The Services may also allow you to provide content and materials through the Services — including broadcast messages, organization information, subscriber records, account settings, support requests, and feedback ("Contributions"). By posting Contributions, you grant us a non-exclusive, worldwide, royalty-free license to host, use, store, transmit, process, display, reproduce, and modify your Contributions only as reasonably necessary to operate, provide, secure, support, and improve the Services and to comply with applicable law. We do not claim ownership of your Contributions.
User representations
By using the Services, you represent and warrant that:
- All registration information you submit will be true, accurate, current, and complete.
- You will maintain the accuracy of such information and promptly update it as necessary.
- You have the legal capacity and you agree to comply with these Legal Terms.
- You are not a minor in the jurisdiction in which you reside.
- You will not access the Services through automated or non-human means.
- You will not use the Services for any illegal or unauthorized purpose.
- Your use of the Services will not violate any applicable law or regulation.
User registration
You may be required to register to use the Services. You agree to keep your password confidential and will be responsible for all use of your account and password. We reserve the right to remove, reclaim, or change a username you select if we determine, in our sole discretion, that such username is inappropriate or otherwise objectionable.
Purchases and payment
We accept the following forms of payment:

You agree to provide current, complete, and accurate purchase and account information for all purchases. Sales tax will be added to the price of purchases as deemed required by us. We may change prices at any time. All payments shall be in US dollars. We reserve the right to refuse any order placed through the Services.
Subscriptions
Billing and renewal
Your subscription will continue and automatically renew unless canceled. You consent to our charging your payment method on a recurring basis without requiring your prior approval for each recurring charge. The length of your billing cycle is monthly.
Cancellation

We may, from time to time, make changes to the subscription fee and will communicate any price changes to you in accordance with applicable law.
Prohibited activities
You may not access or use the Services for any purpose other than that for which we make the Services available. As a user of the Services, you agree not to:
- Systematically retrieve data or content to create or compile a database without our written permission.
- Trick, defraud, or mislead us or other users, especially to learn sensitive account information.
- Circumvent, disable, or interfere with security-related features of the Services.
- Use any information obtained from the Services to harass, abuse, or harm another person.
- Use the Services in a manner inconsistent with any applicable laws or regulations.
- Upload or transmit viruses, Trojan horses, or material that interferes with the Services.
- Engage in any automated use of the system, including scripts, bots, or scrapers.
- Attempt to impersonate another user or person, or use another user's username.
- Interfere with, disrupt, or create an undue burden on the Services or connected networks.
- Harass, annoy, intimidate, or threaten any of our employees or agents.
- Decipher, decompile, disassemble, or reverse engineer any software comprising the Services.
- Use the Services to send spam, unsolicited messages, unlawful marketing, unauthorized emergency alerts, misleading public-safety notices, fraudulent messages, or messages that impersonate a government agency, public official, emergency service, or other person or organization.
- Contact individuals who have not provided legally valid consent to receive messages, or continue contacting individuals who have opted out.
User generated contributions
The Services may allow you to create, submit, upload, transmit, or otherwise provide content and materials to us or through the Services, including broadcast messages, organization information, subscriber records, account settings, support requests, feedback, text, contact information, or other operational materials (collectively, "Contributions"). When you create or make available any Contributions, you represent and warrant that they do not infringe any third-party rights, are not false or misleading, are not unsolicited advertising, are not obscene or harassing, do not violate any applicable law, and do not violate the privacy or publicity rights of any third party.
Contribution license
By posting or submitting your Contributions to any part of the Services, you grant us a non-exclusive, worldwide, royalty-free license to host, use, store, transmit, process, display, reproduce, and modify your Contributions only as reasonably necessary to operate, provide, secure, support, and improve the Services and to comply with applicable law. We do not claim ownership of your Contributions.
Third-party websites and content
The Services may contain links to other websites and third-party content. Such third-party websites and content are not investigated, monitored, or checked for accuracy by us, and we are not responsible for them. If you decide to leave the Services and access third-party websites, you do so at your own risk.
Services management
We reserve the right, but not the obligation, to: (1) monitor the Services for violations of these Legal Terms; (2) take appropriate legal action against anyone who violates the law or these Legal Terms; (3) refuse, restrict, or disable access to any of your Contributions; (4) remove or disable files and content that are excessive in size or burdensome to our systems; and (5) otherwise manage the Services to protect our rights and property and to facilitate proper functioning.

We reserve the right to change, modify, or remove the contents of the Services at any time or for any reason at our sole discretion without notice. We will not be liable to you or any third party for any modification, price change, suspension, or discontinuance of the Services.
Governing law
These Legal Terms and your use of the Services are governed by and construed in accordance with the laws of the State of Missouri applicable to agreements made and to be entirely performed within the State of Missouri, without regard to its conflict of law principles.
Dispute resolution
Any legal action of whatever nature brought by either you or us (collectively, the "Parties" and individually, a "Party") shall be commenced or prosecuted in the state and federal courts located in St. Louis City, Missouri. The Parties hereby consent to, and waive all defenses of lack of personal jurisdiction and forum non conveniens with respect to venue and jurisdiction in such state and federal courts. Application of the United Nations Convention on Contracts for the International Sale of Goods and the Uniform Computer Information Transaction Act (UCITA) are excluded from these Legal Terms.
Disclaimer
The Services are provided on an as-is and as-available basis. You agree that your use of the Services will be at your sole risk. To the fullest extent permitted by law, we disclaim all warranties, express or implied, in connection with the Services and your use thereof, including the implied warranties of merchantability, fitness for a particular purpose, and non-infringement.
Limitations of liability
In no event will we or our directors, employees, or agents be liable to you or any third party for any direct, indirect, consequential, exemplary, incidental, special, or punitive damages arising from your use of the Services, even if we have been advised of the possibility of such damages.
Indemnification
You agree to defend, indemnify, and hold us harmless from and against any loss, damage, liability, claim, or demand made by any third party due to or arising out of: (1) your Contributions; (2) use of the Services; (3) breach of these Legal Terms; (4) any breach of your representations and warranties set forth in these Legal Terms; (5) your violation of the rights of a third party; or (6) any overt harmful act toward any other user of the Services with whom you connected via the Services.
SMS text messaging
Program description
CivicSignal is a Public Service Announcement messaging program operated by ReliantOne Technologies on behalf of registered partner organizations (each, a "sending organization"). By providing your mobile number and opting in to a sending organization's program — through that organization's online form, in-person sign-up, or by texting START to their published number — you agree to receive SMS messages from that sending organization for community alerts, notifications, and administrative updates related to the topics you select.
Message types, frequency, and rates
Message types include community alerts, public service announcements, topic-based notifications, and administrative confirmations (for example, opt-in or topic-change confirmations). Message frequency may vary. Message and data rates may apply. Carriers are not liable for delayed or undelivered messages.
Help and opt-out
Reply HELP to any message for assistance, or STOP to unsubscribe at any time. After you reply STOP you will receive one final confirmation and no further messages from that sending organization. To change which topics you receive without unsubscribing, reply MANAGE (then a list of numbers, or ALL for every topic, or NONE to clear).
Consent and privacy
Consent to receive SMS messages is not a condition of any purchase or service. Mobile opt-in data and SMS consent records will not be shared with third parties or affiliates for marketing or promotional purposes. For details on how we handle your information, see our Privacy Policy.

SMS / public-alert usage and delivery limitations
CivicSignal is a community broadcast tool. While we work to deliver messages promptly and reliably, SMS delivery depends on carrier networks and third-party providers and is not guaranteed. The Services are not a substitute for official emergency-alerting systems such as 9-1-1, the Wireless Emergency Alerts (WEA) system, the Emergency Alert System (EAS), or NOAA Weather Radio. Operators are responsible for the content, accuracy, and lawful authorization of every broadcast they send.
